Sergeant Patricia Ann Hurst Spicer made history as one of New Bern’s first female officers and the first Black female officer to serve her community with excellence, compassion, and strength.
After 23 years of service with the New Bern Police Department, she retired as a Sergeant, but her passion for youth empowerment never ceased. She led programs such as D.A.R.E. and created Youth Awareness Day to inspire young people to dream bigger and reach greater heights.
